In the short term PLEX prices can decrease but in the long term and IFF CCP doesn't somehow make any drastic changes, PLEX will only continue to increase in value.
According to Dr E's presentations in the last few Fanfest, more and more players are using PLEX to sub their accounts. Assuming that the transition point from subscribing with Credit Card to using PLEX is 10M-30M skill points (at which point the character is self sustaining), this means that EVE needs an ever increasing number of new players to supply PLEX to the market.
Dr E also stated that many new players quit during the first 3 months of play. This leaves a very small timeframe of 3-6 months of when a player is most likely to purchase PLEX with cash to supply this market.
Now as far as I know, veteran players who generate plenty of ISK with their accounts have no need or motivation to balance this equation. Even if the player is a highly skilled PLEX trader, why would he/she purchase PLEX with his Credit Card if there is no way to cash out once again? ( It's a roach motel model )
CCP could make all the threats they want about intervening in the PLEX market if prices get too high but the foundation is still the same. I dare CCP to unload the 10K+ PLEX which where confiscated from banned accounts, it would only make a dent for about a week. 
The question is: What will CCP do to counter the inevitable? How can they motivate veteran players to purchase PLEX with real cash?

Hmm.... Dr E's super secret weapon for stable PLEX prices could be something like FOMC. Selling and buying PLEX in the market instead of bonds of course. If they were to use a few alts for their operations without public knowledge, we wouldn't know what they were up to.
This wouldn't do much for balancing supply/demand issues but it would definately spoil manipulation attempts.
Sure this goes against the "hands off" in a sandbox ideals but for CCP it would be the difference between hiring or firing employees. |

For every PLEX CCP would sell for isk they would lose 15 Real Dollars. For every PLEX they buy they would inject a lot of isk directly into EVE, creating another isk faucet. That is why it is bad and why they won't do it.
Yes, that's the whole idea mate. 
As long as the bottom line is 0, no damage is done because 1-1=0. (Buy 1 PLEX, Sell 1 PLEX)
So 0*(15 Real Dollars)=0 Real Dollars and 0*ISK=0 ISK
That said though, this would be a very bad idea since CCP would have the upper hand and crush the PLEX traders.
